There are three armed forces that they can use: First, the Bundeswehr, the military of Germany. However, the overall morale there is very low (i.e. vax mandate, witch hunts against right-wingers, no equipment). The German government basically spent two decades of grinding down the German military. Why? First, military is expensive and they needed the money elsewhere, be it for the EU, welfare or a bloated bureaucracy. Second, the only force capable of a coup would be the military, which obviously has not supported the left-wing policies pushed since the 90's. Thus, the German government did everything to demolish the German military's combat capability to prevent any coup. This has worked but left them with the pants down. The military is neither capable nor willing to act against their fellow citizens in case of unrest. <br /><br />Next to this, there is a federal police force and the state police forces of the 16 German states. These forces are somewhat better off than the military, but still operate on a tight budget and were a favorite target of politicians in Germany (similar to the US). Thus, overall morale is low and they also just don't manpower to act. This became evident in winter when people peacefully protested in every German city against the Covid tyranny: They send out police in force to intimidate protestors, but in many cases, not a single officer appeared at rallies - they were too far spread. Sometimes they would place empty police vans at some rallies for intimidation, which were not staffed. Truth be told, the German government and bureaucracy lived the dream: A very complacent and obedient population with a strong economy. They aren't used to people resisting them and dealing with scarcity. Now, when push comes to shove, the are basically f*cked.<br /><br />Remember, any professional governments that fears unrest has a pretorian guard of ultra-trustworthy enforcers and a sophisticated police (military) apparatus, which is well feed and appreciated and certainly doesn't lack personal.<br /><br />Is this a good thing? I don't know. Revolutions, especially those that are based on a totally collapsing state, tend to be very violent.<br /><br />Is the situation comparable to Weimar? I don't think so. Weimar was a collapse similar to the USSR, where a strong state failed due to the lack of legitimacy of their leaders.
