That's why it is usually the leaders who are deemed responsible for their decisions and not their advisers.</p><p>The reason I made this comment was seeing Macron in that famous French documentary on the morning of 24 Feb being utterly flummoxed by what was happening and even then hardly believing that the Russians were really invading.
