If you want to see how confusing take a look at the studies that show that sometimes reducing speed limits increases accident rates.</p><p>I have been rage passed in front of a school with a 15mph limit, double yellow lines and speed bumps every quarter mile. </p><p>Yes road design matters. But it can only do so much.</p>",
