"content": "<p>OHCHR在《新疆報告》中提出了一些國際已知、但依舊駭人的迫害指控。例如在2017～2019年之間，新疆恐估計超過100萬人被囚禁在再教育營；在聯合國的證詞調查中，幾乎所有的再教育營經歷者都提到「曾被中國政府注射某種會導致身體不適的不明藥劑」；逃離中國的流亡者，幾乎無法聯繫國內親友，甚至屢屢傳出家族因此被連坐懲罰囚禁的證詞。只是，報告中仍多以「涉嫌」、「很有可能」來敘述指控，因為OHCHR與聯合國官方在調查過程中，一直沒有獨立不受干涉且自由前往新疆實地調查的機會。</p><p>不過在報告結論中， OHCHR要求中國政府停止對「新疆地區的社會監控」，並終止對維吾爾人等少數民族的「人權壓迫」。此外，報告也特別警告國際企業在涉及新疆投資業務時，必須特別注意強迫勞動、歧視與侵犯人權的相關問題。換言之，在報告結論的認定中，OHCHR仍視中國政府在新彊的作為，是嚴重的人權迫害。</p>",
