"content": "<p>目前國際首波分析的「絕密文件」，主要是以〈中辦通報2014第21期：習近平同志在新疆考察工作期間的講話－在新疆考察工作結束時的講話〉為主——該文不僅是目前所有資料之中，已知命令時間最早、指導層級最高的絕密演說，也直接把俞正聲、李克強與習近平三人的「命令指紋」直接放入了維吾爾民族改造問題裡。</p><p> 在習近平絕密演說曝光之前，國際社會對於維吾爾種族滅絕控訴的最高具體指涉被告，最高位階也只能碰到現任「中共政治局委員」新疆黨委書記陳全國——在《中國電文》中反覆出現的指導命令的陳全國，一直被視為「再教育營的一把手」，是負責具體執行並設計維吾爾民族改造政策的殘酷指揮官。因此在2020年7月，陳全國與其家族才會被美國聯邦政府以《全球馬格尼茨基人權問責法》列入跨國制裁名單。</p><p>美國制裁陳全國與其家族事件，當時曾是美國制裁中共的「史上最高位官員」。但在29日曝光的《絕密新疆文件》中，317頁的資料卻認為陳全國等人只是「細節政策的執行者」，真正的「維吾爾壓迫體系」設計者，或來自於習近平為主的中共中央政府「最最高層」。</p>",
