"content": "<p>然而在《新疆文件》、《中國電文》與《墨玉名單》後，2021年11月所公開的這份《絕密新疆文件》則更具威力——因為其內容直接把中國國家主席習近平本人，連接上了「壓迫新疆的最終推手」，其所公佈的文件時間、機密等級與涉案指導官員，也都佐證了中國政府的「新疆民族改造計畫」是直接來自於最高層級的絕對命令。</p><p> 代為曝光文件的德國學者鄭國恩表示：維吾爾法庭本批接獲的文件共有317頁，其中多份資料有打上「絕密鋼印」，除了是首次把新疆施暴政策直接連結中國中央政府之外，也是歷年來曝光官文中，第一次出現的「中國國家最高機密公文」。</p><p>根據中國〈保守國家機密法〉的規定，政府軍政官文裡的「國家秘密」由高至低共可分為三大等級：「絕密」、「機密」與「秘密」——本回文件曝光的「絕密」等級，是最重要的國家秘密，「洩漏會使國家的安全和利益遭受嚴重的損害。」就連此前引發國際制裁的《中國電文》裡，秘密等級也只到「機密」而已。</p>",
