"content": "<p>在頭兩份文件連環發之後，2020年2月英國《金融時報》、德國《南德意志報》、美國《華爾街日報》等三家權威新聞媒體，又再度攜手公開了更為具體殘酷的《墨玉名單》——這份以維吾爾受害者名單為主的137頁文件，記錄了在新疆和田地區墨玉縣的3,000多名「再教育學員」。紀錄時間是2017年初至2019年，在案區域是墨玉縣5座再教育營中的其中4所，名單內容包括當事被改造者的個資、家庭背景資料，與可能威脅中國「維穩」的再教育入營事由，以及負責法官團對「畢業許可」的各種批示。</p><p>《墨玉名單》記錄了中國政府「應收盡收」濫捕政策的誇張強度——在這3,000多人改造名單中，僅有一、兩個零星個案，被懷疑與「極端分離組織」有直接接觸；其他被逮捕入營再教育者，全都是：有親友出逃海外、與海外有國際電話通聯紀錄，甚至是</p><p>...涉嫌超生小孩、涉嫌小額捐款清真寺、涉嫌在家中禱告、涉嫌對16歲以下的子女誦讀解釋《古蘭經》經文...等等非威脅性的「間接國安原因」。</p>",
