"content": "<p>作為與大英帝國和日本帝國的統治方法比較，美國的「民主外送」治理法，仔細想想，或許最大的問題的本身，不是民主外送，而是治理。</p><p>每次美國軍方都設定了天衣無縫的作戰方法，但美國沒有任何單位，有能力跟誘因策劃出可以有效統治當地的方法。於是我們總是會看到美國國會議員質問「我們為什麼不撤軍」，但是一撤軍，當地兵敗如山倒，又會再回頭問「為什麼要撤軍」。不是在老番顛，是有結構性的問題在那。</p><p>不過如果是拉鐵摩爾或Mann的話，或許會問在研討會上問大家一個學術問題：「既然你不收稅，國家本身又不榨取當地物資，你為什麼非要把人家的\b屋頂都拆掉，再帶當地認識的新朋友進來住呢？」 語畢，在場學者不知道答案。這種Ka Boom mindset，無疑是當代學術研究的大課題。</p><p>在新一波風暴正在伊拉克蘊釀的前夕，是為記。</p>",
